Planned capability
This page describes a proposed management contract, not a setup procedure. Current request behavior is documented in the Gateway API reference.
Proposed workstream scope
A future workstream budget would apply to requests attributed to that workstream. It would require a published attribution contract, explicit ownership and treatment of missing or changed attribution.
Workstreams describe grouped activity; they do not establish completed work or budget authority. See the work data model.
Proposed accounting
The workstream cap would need to combine with applicable person, service and organization policies without double-counting overlapping reporting totals. It would not add funds or automatically derive ownership from Team membership.
